North Central Problem-Solving Court Celebrates Graduation
The North Central Problem-Solving Court celebrated the graduation of one participant, on March 23, 2026, at the Holt County Courthouse in O’Neill. The Honorable Mark Kozisek presided over the ceremony.
The graduation marked the successful completion of an intensive program that includes comprehensive behavioral health treatment, close community supervision, and full accountability. Problem-Solving Court is a minimum 20-month program in which participants develop the skills necessary to lead successful, substance-free lives.
Problem-Solving Courts offer an alternative pathway through the criminal justice system for nonviolent, drug-related offenders. Using a specialized, team-based approach within the existing court structure, these courts aim to reduce recidivism and substance use among individuals with substance use disorders. They also seek to enhance public safety and support long-term rehabilitation through validated risk and needs assessments, early and individualized treatment, frequent and random drug testing, and incentives, sanctions, and other supportive services.
