Four Participants Graduate from Northeast Nebraska Adult Drug Court
On April 3, 2026, the Northeast Nebraska Adult Drug Court celebrated the graduation of four participants at the Madison County Courthouse. The Honorable Michael Long presided over the ceremony, and retired District Court Judge James Kube delivered the keynote address.
Graduation signifies the successful completion of a rigorous, highly structured program that combines comprehensive behavioral health treatment, intensive community supervision, and a strong emphasis on personal accountability.
Drug courts—also referred to as problem-solving courts—provide an alternative pathway through the criminal justice system for nonviolent individuals with substance use disorders. Operating within the traditional court framework, these programs use a collaborative, team-based approach to address the underlying causes of criminal behavior, including addiction and recidivism.
The mission of drug courts is to reduce repeat offenses, enhance public safety, and promote long-term recovery. These outcomes are supported through evidence-based practices such as validated risk and needs assessments, individualized treatment planning, frequent and random drug testing, and a structured system of incentives and sanctions. Participants also receive access to a broad range of rehabilitative and supportive services aimed at helping them build stable, healthy, and productive lives.
The ceremony also recognized Madison County Sheriff’s Office Chief Deputy Jon Downey for seven years of service to the drug court team. Downey, who is retiring after 40 years in law enforcement, was presented with a framed certificate by the problem-solving court team in appreciation of his dedication and contributions to the program.
